The Soil Safe Logan facility is located on 160 acres in southern New Jersey and opened for business late in 2003. Historically the site was a depository for dredge spoils generated by the US Army Corps of Engineers between the late 1950's and the early 1970's during channel dredging in the Delaware River. Prior to Soil Safe's purchasing of the property, it had remained undeveloped and unusable due mainly to the high costs of both environmental remediation of the site and the building techniques required for construction on the soft subsurface. The dredge spoils on the site are contaminated with low levels of arsenic and upon purchasing the property Soil Safe entered into a Memorandum of Agreement ("MOA") with NJDEP to cap the site. The cap will provide a buffer between human interaction and the contaminated spoils as well as providing the structural integrity necessary for future development of the site. The structure of the cap will allow the construction of buildings without having to use pilings or spread footers and will be constructed entirely of recycled petroleum contaminated soil products.
The Soil Safe Logan facility has become the ongoing model for our other land reclamation and redevelopment efforts. The expected lifespan of the Logan facility remains at about 5 years. Soil Safe’s plan and the site have been fully permitted with a Class B Recycling Center Approval, Air Quality Permitting Program permit to control air emissions and a Discharge to Ground Water permit controlling storm water discharge. The end use of the site has not presently been determined but the discussed potential uses center around a variety of light to heavy industrial uses consistent with the Gloucester County Development Plan.
